Builder build a backyard door without stairs/deck

The builder add a door for walkup basement, as well as a back door from the main floor.
However, they built on the same side, such that I totally cannot use the back door from the main floor. If I open the door from the main floor, I will fell into the 2 meter high ditch.

Builder said that this is as designed.

The main floor is about 3~4 feet in height from the ground outside the house.

Does this satisfy the safety code? Aren't they suppose to at least build a small stairs or deck for the door from main floor? Is there any relevant regulation that I can refer to file a complaint or suit?

Where can I file a complaint?

This is a building code violation. While the house isn't finished, both these doors will need stairs before an occupancy permit can be issued.

Put on your pdi when the time comes.

Call your city Building Inspection department to discuss and get their advice on what must be done to be safe.

This house isn't anywhere near done yet. You still need your siding.
The foundation is formed as if something is still going to be built in that area.
None of these things will be done until the siding is done.

Some doors are put up high or in weird locations and the builder installs a metal guard in front of the door. This is allowed.

Most of them are faux / fake juliet balcony's because there is no balcony although most real juliet balcony's are so small that they are useless to use but are just their for looks.
