Without seeing what's going on I can't say what to do but I think someone is either over complicating the problem or that the landscaper does not know how to do this simple task properly. Often the grading between homes done by builders is very simple and often not terribly effective but it should be a simple starting point.

The OP, who is on the lower side will need to make sure that the finished grade of the interlock is not too high thus covering the foundation. Not sure if the house is brick or siding but the finished grade of the interlock must still leave 6 to 8 inches of foundation so that the bottom of the brick / siding is not too close to the ground.
