Default toilet ring: rubber or wax?

Hi all, what is better to use in a toilet ring/gasket, rubber or wax? we got our toilet replaced and there was a rubber gasket before but now he put wax instead.

ok good. he also put silicon around the toilet base. is that good? I figured its not cause if there is a leak, we won't know.
