Default Vaughan, curb height on the drive way

Last week workers came to lay new curb for our drive way. They worked on it Thursday and Friday but the drive way has been blocked this whole weekend.

I have 2 questions:
1. Are they suppose to give some kind of notice that they will be working? Our car was in the garage and we canít get out.

2. The new curb is way too high for the drive way. It is basically regular curb height and unless you drive a Hummer it will damage the bottom of the car. What can we do to get it fixed? Is there any by-laws in Vaughan that the curb (even on the drive way) must be this high?
