Default electrical (loads per circuit)

Electrical will be done this winter. I was reading the ontario code book (simplified). It stated there is allowed 12 "loads" per circuit. A 15amp breaker I can load up to 80% which is around 12amps. If I only have 50w pot lights on this circuit, I can only have 12? Not that I want 26 pot lights but, even 26 pots would bring me just under 12amps.
I could understand 12 AC outlets, but lights dont really consume more than their max...

The electrician will generally mix lights and receptacles on the same circuit.

If the breaker trips, you don't want to be left completely in the dark which could happen if all lights were on the same circuit.

IF lights are the only load, no receptacles, then you can put 24 potlights on that circuit. It is perfectly fine and meets code!page 42 of the electricàl safety code,
