Default Electrical wiring question

I have a lighting module that supposingly bridge over the signal from one phase of the electrical panel to the other. I had an electrician to install it for me, but I was just testing for signal strength the other day, and found out some outlets have very low signal levels compared to the others.

The module is tied to a 30-amp circuit but the panel labels fridge and dishwasher for that 30-amp circuit. Does it matter? I know at the old house, I had it installed to central AC - 30-amp as well but it's only supplying one appliance.

Does it matter? Or as long as it's 30-amp, it should be the same?
