Default Is painting/sanding covered in 1 year?

Hello,
We had several cracks in our ceiling which we noted in 1 year tarion warranty.
Builder just did mudding and told us sanding & painting they will not do as they are not part of 1 year. Builder is Urbandale - can someone please confirm if this holds true?

Cracks are not unusual in drywall compound at joints, particularly at corners. Most cracks are a result of normal shrinkage and are generally not warranted. The repair of normal shrinkage cracks is at the builder’s discretion and sanding and repainting is not required.
