Question Sound and vibration issues

I am having trouble determining what is warrantied and what is not.

I live in a newly built walk-up condo flat (top floor) and feel the vibrations from those walking BELOW me (the neighbour beside has not moved in yet). In addition, I can hear them talking (muffled) at regular volume in the bedroom (but not other areas of the condo). I don't expect complete silence at all times as this a condo, but regular talking volume seems a bit extreme.

I've looked through the 'Construction Performance Guidelines' (Ontario) and don't see any clarification for this sort of thing (perhaps because there are unique concerns to condos, or because it is a difficult issue to measure).

Does anyone have any ideas on how to determine the line between acceptable/unacceptable on such issues?

Check your declaration and boundaries first. Chances are the space between your floor and the ceiling below is common element. Same for the walls between units. The condo corporation has to report any deficiency with the common elements.
To determine if there's a problem you'll also need to find out how it was to be built. There are several Sound Transmission Classifications (STC) listed in the building code some providing better sound deadening than others. You're right, it is difficult to determine if the sound transmission meets the specified STC rating.
