Default Electric outlet behind the TV

My builder is charging nearly 110 bucks just to increase the height of the TV electric outlet to 5 feet from ground (the standard height is a few inches above the ground). When the TV is mounted, the electric outlet will be right behind it. I don't intend to have a TV stand underneath the TV. I like the look of bare wall with just TV on it.

Is it worthwhile to get this upgrade? I don't understand how moving the height of the outlet increases the cost by 100 bucks or so? Can an electric outlet be provided behind the TV later on?
