Default Wet areas in basement

Just noticed that in the basement where those hair-thin cracks are on the floor there are wet areas. Not that it is lot of water, but you can clearly see the wet spots along these hair think cracks.

Is this a problem and what should I do?

House is almost 3 years old. 20 days less of 3 years to be exact.
