Talking Devonleigh Homes Roofs

Can anyone share any experiences with roofing issues in a Devonleigh home - specifically the Brownley sub-division in the Essa ( Angus )? I have heard the builder is not installing Ice & Snow Shield or underlayment. Would like to know now as our house is just coming out of ground and want to speak to super, Especially as I have read on internet that if plywood gets wet prior to shingles you can have significant roof issues later.
