New build, basement ceiling heights

I was looking into a home that I am seriously considering to buy. However the home inspection revealed that the ceiling heights in the basement are considerably low. The average heights are:

joist to floor is 7ft-6
steel beams to floor 6’-10”
ducts to floor is 6’-9”

The code states at least 6ft-11". I do like the home but I am concerned with this affecting the livability when I finish the basement and eventual re-sale value.
