There are house inspectors, and 'home inspectors'.

House inspectors are usually the ones that work for a municipality and will view a house during construction to make sure it meets various code requirements. They are required to have various accredidations such as an engineering degree for a specific field and know the Ontario Building Code (OBC) inside and out. They can flag infractions of the code and require the builder to make changes.

A home inspector is usually a self-employed person who will inspect a house with you. There is no 'official' educational requirements or government recognised seal of approval for being a home inspector. But usually these people were employed as a trade, or general contractor and will have a working knowledge of the OBC and various parts of it.

There are some self-regulating organizations for home inspection services. The first one that comes to mind is the Ontario Association of Home Inspectors (http://www.oahi.com/)
